A life long resident of El Paso, Paul Moreno has been an untiring fighter for El Paso County, its heritage and its values. A product of the El Paso ISD school system, Paul went on to serve six years in Korea with the United State Marine Corps. Because of his bravery and sacrifice, Moreno was awarded the Presidential Unit Citation, the Silver Star, numerous Bronze Stars, the Korean Service Medal and the National Defense Service Medal.


After Korea, Paul went on to earn his Bachelor's Degree from Texas Western College (now, the University of Texas-El Paso) and attended the University of Texas School of Law. He is a member of the State Bar of Texas and a co-founder of the El Paso Legal Assistance Organization and the Mexican-American Bar Association (MABA).


Paul was first elected State Representative in 1967. Since then he has been a crucial component in many of the landmark Texas legislation that has brought equality and opportunity to millions of Texans over the past 40 years.


In his nearly 40 years of service in the House, Paul has worked diligently to provide El Paso with a public education system as good as any that you will find in Dallas or Houston, and bring affordable higher education to El Paso. He has fought to raise teacher's salaries and ensure that our teachers are not forgotten when they retire. He has fought to make sure that every child who can be insured under the Children's Health Insurance Program (CHIP) should be insured. Paul has taken the tough votes and stood his ground, when it would have been easy to cave in to Republican special interest groups.


Paul has served on almost every major committee in the State House under eight Governors and many Speakers of the House. Through his numerous terms on the Appropriations committee, he has brought back millions of dollars for El Paso County. UTEP, Texas Tech Academic Health Science Center and Franklin Mountain State Park are only a few of the El Paso institutions that have benefitted because of his seniority and service.


Paul has received dozens of local, state and national awards, honoring his service. In 1996, El Paso ISD voted to name a newly built elementary school after him.

Moreno has served for nearly 41 years in the Texas House of Representatives and is the most senior House Democrat. He has been a member of the “Dirty Thirty” and the “Killer Ds.” He is now known as the “Dean of the House.” Moreno is the longest serving Hispanic elected official in the United States.
